With the promulgation of the amendments to the Road Traffic Act in the State Gazette, issue no. 64 of 5 August 2025, significant changes were introduced affecting drivers of individual electric vehicles (electric scooters). The new rules enter into force on 7 September 2025 and introduce a number of requirements and sanctions aimed at improving safety and order on the road.
Obligations of drivers
Under the amended Article 80a of the Road Traffic Act, drivers of electric scooters must comply with a series of new rules. Movement must take place on bicycle infrastructure, and where such infrastructure is not available – as far to the right as possible on the carriageway. Only technically sound vehicles may be used, and they must not be capable of exceeding 25 km/h. Wearing a protective helmet is mandatory, as is the use of lights and a reflective vest or other reflective elements in conditions of reduced visibility. When crossing a pedestrian crossing, the driver must dismount and walk the scooter. In addition, the law introduces a requirement for valid third-party liability insurance, as well as mandatory registration of electric scooters.
Prohibitions when operating electric scooters
The law also introduces several prohibitions for electric scooter users. They may not operate an unregistered vehicle, nor may they use roads where the maximum permitted speed exceeds 50 km/h unless there is dedicated bicycle infrastructure. Riding at night is prohibited, as is transporting other passengers. The law expressly forbids riding in areas designated solely for pedestrians, as well as the use of mobile phones or any other device that may distract the driver.
Fines
Failure to comply with these obligations may result in fines ranging from 50 to 500 leva. Not wearing a helmet is punishable by a fine of 50 leva, the absence of valid third-party liability insurance is sanctioned with a 250-leva fine, and if a parent, guardian, or custodian allows a child under 16 to operate an electric scooter on public roads, the fine is 500 leva.
Deadlines for registration and municipal regulations
The law sets transitional deadlines related to the introduction of the new regime. Within four months from its entry into force (after 7 September), municipal councils must adopt regulations governing the registration and use of electric scooters. In addition, within six months, owners of such vehicles must complete their registration in accordance with the new requirements.
Legal uncertainty regarding registration and third-party liability insurance
It should be noted that it is still unclear how electric scooters will be registered and how drivers will be able to obtain third-party liability insurance.
