With Bulgaria’s entry into the Eurozone as of 1 January 2026, businesses will face a number of practical changes. The new Euro Introduction Act sets out specific obligations that every company must plan for in advance. Below is an overview of the key points affecting day-to-day business operations.

Dual price display

From 8 August 2025 to 8 August 2026, all prices, amounts in contracts, invoices, receipts and other documents must be shown simultaneously in both leva and euro. The aim is to ensure transparency and to facilitate customers and counterparties during the transition period.

Conversion and rounding

All monetary values will be converted at the fixed exchange rate:

1 euro = 1.95583 leva

The rounding rules are as follows:

  • Rounding is done to the second decimal place.
  • If the third decimal is less than 5, the amount remains unchanged.
  • If it is equal to or greater than 5, the second decimal increases by one unit.

Dual circulation of lev and euro

From 1 January 2026 to 31 January 2026, a dual-circulation regime will apply:

  • All businesses will be required to accept payments in both levs and euro.
  • Change must be given in euro. Change in levs is allowed only if euro is not available.
  • The two currencies may not be mixed within a single transaction.
  • It is advisable for each cash register to have a separate compartment or an additional till for euro.

Cash supply of euro

To ensure smooth operations from the beginning of 2026, companies must arrange timely supply of euro banknotes and coins through their servicing bank. This will allow cash registers to be stocked and payments to be processed without disruption.

Internal rules and documents

By the end of 2026, all internal rules, policies and other documents containing monetary values must be updated and converted to euro.

Company contracts, incorporation acts and statutes must also be amended, with the updated texts filed with the Commercial Register.

This does not need to be done immediately. It may be combined with another filing or announcement procedure — even after the end of 2026 — in order to optimise costs and administrative effort.

Accounting, taxes and social security contributions

From 1 January 2026, accounting records and all accounting operations will be kept in euro.

The 2025 annual financial statements will be prepared and submitted in leva, as the lev remains the official currency as of 31 December 2025.

The first financial statements in euro will be for 2026. For comparability, the data for 2025 will be recalculated in euro.

The same rule applies to tax and social security declarations — they are submitted in the currency that was official at the end of the relevant reporting period.
